A foundation certification for a manufactured home—commonly called a HUD Foundation Certificate—confirms that the home’s foundation meets the standards established by HUD or other applicable building authorities. It’s typically required for certain types of financing, such as FHA or VA loans.
Key HUD Requirements for Manufactured Home Foundation Certifications
When certifying a manufactured home’s foundation, HUD requires that it meets specific criteria outlined in the Permanent Foundations Guide for Manufactured Housing. These include:
- Permanent Attachment to Foundation
The home must be permanently affixed to a foundation system designed for long-term residential use. - Stability & Load-Bearing Capacity
The foundation must support the home under all loads (dead, live, wind, seismic, snow) as dictated by local codes and HUD standards. - Footings Below Frost Line
All footings must extend below the frost line or meet equivalent frost protection methods for the home’s geographic location. - Anchorage Against Wind & Uplift
The home must be securely anchored to resist horizontal and vertical forces, including those from wind uplift. - Perimeter Enclosure (Skirting or Crawlspace Walls)
A continuous wall (non-structural skirting or load-bearing perimeter wall) must enclose the foundation to prevent entry of vermin and moisture. - Access & Ventilation of Crawlspace
The crawlspace must have adequate access and ventilation per HUD guidelines. - Drainage & Moisture Control
The area beneath the home must be properly graded to prevent water accumulation, with a vapor barrier installed on exposed soil. - Utilities Protected & Permanently Installed
All utilities (water, sewer, electric, gas) must be permanently installed, protected from damage, and properly supported. - Engineer Certification
A licensed professional engineer must review the foundation and provide a signed, stamped certification stating that it meets HUD’s permanent foundation criteria.

In addition to standard residential home inspections, we also perform inspections for multi-family, HUD, and 203K loans.
FHA has been around for a long time and if you have ever heard of an FHA loan you were likely hearing about the 203b loan. The 203k is just a little farther down in Section 203.
The 203k loan is a fully disbursed loan at closing which allows a borrower to purchase or refinance a property and finance the cost of rehabilitation with one loan. Because it is fully disbursed at closing, the 203k loan can be insured by HUD as soon as the loan closes. The mortgage amount for these loans is based on the projected value of the property with the work completed, taking into account the cost of the work. HUD has taken a strong position to encourage this program and the loan is now easier to originate and close than ever before.
Always use a consultant, and remember a 203k loan can close as fast as the lender can close a 203b loan.
